Abstract

Padang has been introduced with disaster management (DM) institution since 2005 and it has become a challenge for the governments to re-evaluate existing institutional capacity to be able to cope with and adapt to risks uncertainty from multi-hazard disasters. Addressing the urgency of coping and adaptive capacity, this research undertakes the first attempt to assess the role of formal institution in fostering both capacities. The new adaptive capacity and coping capacity wheel is developed and applied using formal DM institutions in Padang. From the three levels of DM institutions in Padang, national DM institution has the highest score for its consistency in implementing the Hyogo Framework for Actions and concern about adaptive capacity. There are some distortions of criteria from national to local DM institutions. It shows failures of local actor in adopting reference from national level. Finally, policy recommendations are synthesized in order to improve local DM institutions.
