Abstract

As long as the existence of human settlements public space has been an important resource for society. However, this important resource is not a given. Public space it not always formally owned by the public, but may be partially owned by private parties. Private parties can impose rules on the public space that may not be wanted, or they can create public space of great quality. But how do these spaces with private involvement come to be? This explorative research aims to understand how considerations by Dutch municipalities and private parties influence the realization of public and private space. By interviewing experts from Dutch municipalities this explorative research creates an understanding on how considerations (depending on the context) enable a space with more public responsibilities or a space with more private responsibilities. Revealing the impact of the negotiation process behind public spaces with private involvement.
