Abstract

Due to climate changes, the total amount of rainfall and the amount heavy rainfall events have been increased. Dutch cities are not ready yet for dealing with flooding caused by rain. This is called pluvial flooding. Cities have to be resilient for this type of flooding. Resilience consists of transformability, adaptability and robustness. This research contains a comparative analysis between three Dutch cities: Arnhem, Groningen and Zwolle. By doing desk research by means of policy analysis and conducting semi-structured interviews with experts, data was collected and has been analyzed. The interrelatedness between transformability, adaptability and robustness has been researched. Transformability is the determining concept in order to build op pluvial flood resilience. In general, the people in The Netherlands are not aware enough of the potential risks, because they never had to be. Pluvial flooding is a relatively new phenomenon which demands for a different attitude towards the water challenge.
