Abstract

Transboundary environmental issues nowadays have attracted many international concerns due to the difficulties of environment management across border. The growing concern of transboundary environmental issues is basically based on the nature of environment which could not be limited by political and administrative boundaries that will dissect environmental management administratively. This research analyzes the existence of transboundary forest management in Borneo border area through the Heart of Borneo initiative which involves Brunei Darussalam, Indonesia, and Malaysia. The lessons learnt from institutional arrangement in this collaboration are the importance of clear statement and long term commitment from participating governments; the importance of legally binding consensus especially on sensitive issues of natural resources extraction; public participation and the involvement of very-competent stakeholders to avoid inefficiency of institutional framework to reach the goals; the importance of providing sustainable funding alternatives through environmental service payments; and the need of capacity building especially at local level.
