Abstract

The sponge city initiative, proposed by the Chinese government in 2015, is aimed at mitigating the threats of urban pluvial flooding in a sustainable way. Although there is an increasing body of literature on the technical aspect of the sponge city, the governance aspect does not gain much attention from scholars. This research takes a governance perspective to focus on public participation and policy integration of the sponge city. A conceptual framework proposed in this research consists of two main components: a citizen perspective of public participation to understand citizens’ perceptions and potential motivations for participation as well as a framework to analyze policy integration, containing four dimensions – policy frame, subsystem involvement, policy goals, and policy instruments. Applying this conceptual framework to the case study of the sponge city program in Yibin can become a foundation to find feasible improving means for the implementation of sponge city.
