Abstract
Landfills as the end destination of solid waste always give troubles for human and environment. Meanwhile for Indonesia the existence of landfill is still needed to treat the solid waste. The ideas of landfill regional cooperation came up as an answer for the local governments which have limited capacity to do sanitary landfill. This research tries to get some lessons learned from International case studies (Silistra landfill in Bulgaria and Uribe-Kosta Patnership in Spain) in implementing regional cooperation. This research also took two Indonesia case studies ; Piyungan landfill and Bangli landfill. To analyze the landfill regional cooperation, this research use 3 parameters; National Administrative System, The Legal Framework for the Regional Cooperation and The system upper level government in stimulating regional cooperation. The analyses of this study find that regional cooperation in solid waste management in Bulgaria, Spain and Indonesia has weaknesses and strengths.
