Abstract
The thesis contains an analysis of both the constraining and enabling institutional rules in the stimulation of agricultural innovations in the groundwater protection areas in the province of Overijssel. The institutional framework was analysed using the Institutional Analysis and Development (IAD) framework which consists of seven rules. These rules regulate; 1) which positions actors can fulfil in the action situation, 2) how they can either enter or leave the action situation, 3) which responsibilities and restrictions they have, 4) which actions they take in relation to wanted outcomes, 5) how information is shared, 6) which actors have power to make decisions, and 7) who benefits or pays. Three overarching institutional dilemmas where distinguished based on the analysis of these rules; 1) The sense of urgency and the generated innovation are not communicated clearly, 2) there is a lack of enforcement, and 3) the agricultural chain partners are not sufficiently involved.
