Abstract
This research is focused on examining the possibilities of a voucher-program for improving the quality of life as alternative to more traditional regional development programs. Specifically, the challenges and opportunities which arise due to different choices in the design of the voucher-program are outlined. Interviews were conducted with administrators, policy-makers and inhabitants of the earthquake region in the province of Groningen. This resulted in the identification of different challenges and opportunities of a voucher-program based on the values of the interviewees.
