Abstract

This research is intended to assess local government capacity in flood risk management in municipality of Cirebon. The Capability Assessment for Readiness developed by FEMA and NEMA in the USA is used as the analytical base for this research.Criteria are set by connecting the functions of management (Terry, 1975) with the institutional capacity (Khakee, 2002). The information analyzed under this model is synthesized from interviews, documents, internet sources, and observations of the researcher. Descriptive analysis is used to explain the capacity related to the flood management. Findings of this research show that the local government of Cirebon Municipality has higher capacity in social capital and in planning function of the flood management. Meanwhile, the other management function still needs to be raised.
