Abstract

This thesis is centred on how municipal level energy generation can assist the energy transition. Employing a qualitative case study approach of the municipality of Haarlemmermeer to investigate the impact of the local sustainable energy company, called Tegenstroom. By analysing context, management spheres, area-based approaches and the importance of local engagement as well as the unique relationship between the Haarlemmermeer and Tegenstroom we find that Tegenstroom is a unique initiative that has been relatively successful in its initial aims. However, lack of tactical oversight and insufficient reflexivity by the municipality are hampering Tegenstroom’s further growth and mean it is running into familiar issues regarding similar initiatives. Hence, the ability to develop similar initiatives elsewhere is limited and dependent on strong actors and the identification of suitable starting projects. The ability that a similar initiative would allow a municipality to directly steer the energy transition is promising but needs further development.
