Abstract
In Indonesia, congestion still exists within toll road sections. Hence, to tackle this problem, evaluation on toll road operation is required to be reviewed. One approach that is proposed in this research is to sustain the evaluation of toll road operation from pre-completion to post-completion of toll road sections. Grounded by theoretical insight, the resemblance of criteria in all stages of evaluation (ex-ante, in-itinere and ex-post) is required to sustain project evaluation. Thus, in this research sustainability and efficiency are used as criteria to link the different stages of evaluation. Why are these notions used in this research? It is because sustainability has taken much attention in present corresponds to the increasing of environmental concern, and efficiency has been the main goal of toll road operation.
