Abstract

Decentralization has been a prominent paradigm in a governance system. Since it promises a more equal and effective development process, many countries have tried to shift from centralized to decentralized governance system. Inevitably, development planning - infrastructure planning in particular- has been affected by the transformation. Therefore it is important to see how the decentralized governance system through involving a broad range of stakeholders affects the process of infrastructure planning, in this case is the development of high speed rail Jakarta-Bandung (Indonesia). The results shows that decentralized governance system has made the project realization becomes more complex. The increasing number of stakeholders involved brings uncertainty into the project and as consequence, it has to face some delays.
