Abstract
Organic area development (or an ODS) is a new approach to spatial planning, currently developing in the Netherlands. This approach is conflicting with the traditional approach, since it involves a new way of working and a shift in roles for the involved parties. This is leading to difficulties and tensions. This research is investigating where these tensions lie by looking at the institutional landscape of ODS and the case of Woldwijk, the Netherlands, located in the dynamic peri-urban area. this research shows that the focus on legal arrengements instead of actions, ambugities regarding positions, roles and responsibilities, and differences in perspectives are leading to tensions which may constrain the operationalization of an ODS in practice. It is important to deal with these tensions as this can make or break the project.
