Abstract

Complex infrastructure projects are often implemented as public-private partnerships in the form of DBFMs. These are contractual arrangements that integrate design, construction, financing and maintenance in one contract. This double case study investigates the influence of contracts (sanctions and risk transfer) and relations (communication/interaction, trust and conflict management) on the way external stakeholders, such as citizens and administrative stakeholders are managed in Public-Private Partnerships. The A9 and A16 infrastructure projects reveal that especially the relational conditions, such as trust and transparency, are crucial to manage and involve external stakeholders. Based on a social network analysis and comparison of the two cases, recommendations for planning practice and academia are given.
