Abstract

This thesis compares the policy praxis of Germany and The Netherlands in addressing impacts of offshore wind farms on the marine environment. Impacts on the environment, cumulative impacts, measures, the legal base and standards are compared and evaluated. As offshore wind farms are a young technology, basic knowledge and common standards for the evaluation of impacts and a method for assessing cumulative effects are missing. Measures taken mitigating and compensating impacts and impacts seen as significant and important within the project documents for an information-based decision-making are partly standing out and differ in The Netherlands and Germany.
