Abstract
The first part of the research report shows that it is righteous to recover costs. This is observed in other countries as well: for example value capturing is used for infrastructure. There are also several theoretical justifications mentioned. The cost for EV will be recovered from the land development. The developments are taking place when the function of a piece of land changes. The ground will increase in value because houses are products that stand on it. The Grex controls costs on three fairness criteria, benefit, accountability and proportionality. Attributable means, inter alia, that costs recovered through another source can‘t be recovered through the Grex. In addition, the costs are controlled with a list (kostensoortenlijst).
