Abstract

Megaproject planning process involves numerous numbers of actors. Different interests among these actors bring uncertainties into the planning arena. This condition is clearly depicted in Indonesia planning practice since the decentralization with wide range of involvement and multi-layer of government takes place. Promoting new megaproject is difficult on this context. Therefore, this research aims to see how planning actors deal with uncertainties in megaproject planning processes. Using three types of uncertainties promoted by Friend and Hickling (2005) which are uncertainty about working environment, guiding values and related decision, this research portrays the Soekarno-Hatta International Airport (SHIA) exceed capacity problem and how the actors struggle with those uncertainties. On this basis, the research found that many instruments can be used to deal with uncertainties. However, if these instruments are not used carefully, they can lead to a deadlock of “vicious cycle” among three types of uncertainties instead of solving the turbulences.
