Abstract
Concerning government-led citizen participation meetings, the government has an intended level of influence and the citizen expects a certain amount of influence. This thesis examines three of these meeting, ultimately indicating an intended and desired level of influence from both of these perspectives. Main question: How do these two levels relate at each meeting and how do these levels come about?
