Abstract

This master thesis situates itself in the broader debates concerning on the one hand sustainable development of our cities, and on the other hand the mechanisms to achieve such goal by analyzing institutional barriers and how to overcome them through policy change. This work builds a bridge between these three debates, by examining the mechanisms to achieve sustainability through the implementation of strategic integral plans. Moreover, it intends to increase the general understanding of the importance of analyzing the specific barriers that impedes the execution of urban projects. To achieve these goals, this research focuses on the Metropolitan Area of Asuncion. It is an area that needed a special attention regarding urban sustainability since the metropolitan area has been expand outside sustainable limits as a consequence of a lack of implementation of urban development plans.
