Abstract
Rijkswaterstaat wants to stimulate product innovation in its infrastructure projects. PPP's give opportunities to the private partners to innovate. This is the idea. However, DBFM(O) contracts inherit too much risk for a private partner. Since the project has to be financed privately upfront, the risk of implementing a large scale new product innovation is simply too high. On the other hand, Rijkswaterstaat is risk-averse. New innovations are scary because of the lack of knowledge about them. How do new asphalt mixtures hold up over a period of 25 years? Nobody really knows 100%. DBFM(O) contracts aren't the right way to approach new innovations in infrastructure.
