Abstract

Temporary housing (in Dutch: flexwonen) provides quickly accessible housing for those urgently in need of a home. However, despite efforts from a policy- and user side to embrace the concept, flexibility in the housing domain is never fully accepted (Till and Schneider, 2005). It is ambiguous how all stakeholders involved in the design process can accept temporary housing as a new segment in the existing neighbourhood. This study investigates how the municipality of Groningen can become an incubator for temporary housing, taking into account current institutional regulations, motivations, and visions. With a triangulation of methods (literature review, a document study, and semi-structured interviews among experts and citizens) it becomes clear that four key principles are necessary for temporary housing within the urban environment: 1) the presence of a housing shortage, 2) unbalance between supply and demand of housing, 3) suitability and availability of locations, and 4) participation. Transparency and efficiency were important motives for stakeholders to implement more temporary housing. Legitimacy is conceived as a challenge, as the interference of multiple layers of government is disturbing the efficiency of the process. Providing guarantees to developers and housing corporations would foster temporary housing. This would also enhance the business model. For citizens, more involvement is a necessity, also at earlier stages of the design process. This conflicts with the municipality, which does not want to include citizens early. Another value is criticizing the quality of the area. There is no added value to temporary housing, and it causes a nuisance. This thesis suggests a 1+1=3 model for the implementation of temporary housing. Provide added value for the neighbourhood that would not be there otherwise. For this, light involvement of the municipality is necessary, even if this would be a product of the market. Participation is a key factor for this model, therefore involve local experts from the neighbourhood as early as possible.
