Abstract

Various regions in the Netherlands suffer from population decline. Consequently (transit) services are removed, which increasingly leads to car-dependence to access places. Intermodality: using multiple transport modes in one trip, offers opportunities to keep these regions accessible. Since mobility is not limited by administrative borders, collaboration is needed This is certainly the case in peri-urban area (‘ommeland’ in Dutch), which consists of the municipalities and towns that surround a city and is considered part of the city’s sphere of functional influence. This functional interdependence between peri-urban areas and the urban core has created regional housing, job and mobility markets, creating movements between different jurisdictions. For implementation of intermodality in this system, collaboration between policy fields and governance levels is necessary. By doing a literature study followed by semi-structured interviews and document analysis in a qualitative comparative case study, this study aims to develop an understanding on how multi-level governance is used for implementing intermodality policy in declining peri-urban areas to improve accessibility. This study finds that, in order to improve the intermodality in peri-urban areas, there is need for an integrated vision that also incorporates the land-use component, whilst an agreed-upon vision between the different governance levels (responsible for their respective transport modes) is key for this vision.
