Abstract
There is an increasing housing shortage in the Netherlands. It is hard to find affordable houses in the mid-rental segment. Due to the scope of the problem, municipalities consider a new active role as landlord-investor in the housing market to ensure that there will be affordable rental houses available for these people. As a powerful public body, the municipality is allowed to intervene in markets in case of market failure. However, governments have to take strict regulations into account. In this research, the new active role of the municipality as a landlord-investor in the housing market is closely investigated.
