Abstract

Lebanon has a poor and deteriorating solid waste management (SWM), caused by recurring crises in the centralized system of the sector. The aim of this research is to determine the advantages and disadvantages of devolving the sector. The direction of the transition that the research aims for will be centered on sustainable solid waste management (SSWM) in a decentralized system, while considering the possible roles of the central government in such a system. The National government’s role will be focused on supporting the willingness and abilities of local governments to perform SWM, while correcting the disadvantages of decentralization, related to limited economies of scale, the existence of external effects, and the weak profile of SWM in local governance, finally drawing an institutional frame for local governments, as a reference for its governance work and targets. The research has found that the SWM system should have two types of hybridities: one on the governance level, where the central government and local authorities divide responsibilities of the sector’s decision making, creating a synergetic balance of both powers. The second, focused on the physical level, where tasks of SWM should be hybrid; clustered municipalities designated for collection. Recycling and composting to be integrated with the current Lebanese scene with room for improvement. Finally, landfilling practices to be more centralized. The private sector, formal and informal, are to be well integrated in the system, where most solutions do require the participation of the community and private sector’s efforts.
