Abstract
The Dutch Climate Agreement (2019) aims for the Netherlands to become natural gas-free by making district heating a primary heat source, facilitated through public-private collaborations. New legislation requires a public majority interest in district heating, altering the current organisation. This research explores the impact of public vs. private involvement on municipal heating goals, using principles of collaborative and institutional governance and frameworks by Elsman (2024) and Sanders et al. (2016). This study categorises district heating networks into public majority, private majority, and 50/50 interest models. Analysis of municipal heating cases, literature, documents, and interviews with public servants revealed that public-majority models align well with sustainability and social equity goals due to strong public oversight, but municipalities in public networks that have less than 50% interest struggle to align policies effectively. Private-majority models excel in efficiency and innovation but often clash with municipal social objectives. 50/50 models harness both sectors' strengths but require effective communication and conflict resolution. The findings highlight the need for customised public-private partnerships (PPPs) that balance efficiency, innovation, and social costs to meet district heating goals. While shifting to public majority interest models is beneficial for policy implementation, it must consider the challenges faced by municipalities with smaller stakes.
