Abstract

Rijkswaterstaat desires to gain public support to improve the decision-making process. In planning theory, the communicative paradigm emerged, and complexity and uncertainty were embraced. To research the planning processes of waterways for Rijkswaterstaat, this study focuses on the paradigm of communicative planning in relation to the instrument of consensus building. The uncertain future of waterways consists of a complex system that has to take the environment into consideration. Rijkswaterstaat uses planning processes, where in the later phases a focus lays on the interaction with the environment. By implementing consensus building from the start of planning processes, communication and participation will take place in an earlier stage, which will build trust and transparency. This will gain more public support in the beginning of a process and helps to improve the decision-making for planning processes of waterways and will support becoming a public oriented network manager.
