This thesis investigates how regime level stakeholders could facilitate pilots and upscaling of hydrogen-based energy in the Netherlands. Hydrogen-based energy is positioned as an option that is based in a deeply complex and uncertain context, in which it is unclear what technology will be applied in each neighbourhood.
