N2  - By focussing not only on plastics, but on all types of waste, the bottom-up approach of CSOs in Jakarta could be improved. Another way to improve it, could be a better use of evidence by CSOs, to make the government more accountable.  Next to this, CSOs should combine enhancing their own bottom-up approaches with investing in their relationship with the government, organisations, companies and the local people.
