In certain area, the recovery often deals with relocation and resettlement. In the midst of the complex problem of conducting resettlement and providing a safer environment for community, a top-down planning is modified with different planning approaches to address the dynamics of the situation. The aim of this research is to understand the planning process during the post-disaster recovery and to acknowledge the difficulties of top-down planning implementation in resettlement. The paper uses the method of qualitative research through secondary data, primary data, and in-depth interview to give a comprehensive picture of the case. This thesis concludes that the top-down planning adapts to the complex situation by applying a community-based approach to allow more flexible coordination among stakeholders and active participation in the community.
