Theoretically, under PPP, through closer collaboration with the private sector, public services are supposed to add value in terms of Value for Money (VfM) and innovation by which delivered in effectively and efficiently by making optimal use of the public and private sectors’ expertise, resources and innovation to meet public needs (Spiering and Dewulf, 2006).United Kingdom (UK) and Australia are amongst the countries in the world which have a well-established PPP/PFI practice with its VfM test based on PPP-PSC (Public Sector Comparator) comparison. From analysis, a possibility that framework used under UK VfM assessment would appropriate with Indonesia circumstances.
