Aan de hand van een kenmerkenkader zijn de werking in de praktijk en vergelijkbare projecten en beleid in Engeland, België, Duitsland, Verengde Staten en Canada onderzocht. Als conclusie is het kenmerkenkader geconcretiseerd en duidelijker geformuleerd.
