Urban coastal cities deal with an increase of climate extremes and a rising sea-level which likely causes an increase of floods. How urban coastal cities deal with these floods can be different, this is due to cultural differences and the kind of events a city has to deal with. This results in various flood management discourses visible around the world. This thesis zooms in on two urban coastal cities, New York and Rotterdam, two very similar cities but at the same time there are also differences, for example in the sense of urgency. In this thesis it will become clear that the flood management discourse in New York and Rotterdam differ from each other and develop differently, influenced by cultural differences as well as the type of events.
