This research indicates conditions and barriers in these actions within two dimensions: governance and institutions. In addition, it focuses on the role collaboration and coalitions play in the process of innovations. Data was gathered in Phoenix, Arizona (US) and Groningen (the Netherlands) using almost fifty in-depth interviews with experts, a document analysis, and observations on site. Data was analyzed using a historiography and by indicating numerous conditions and barriers. This research concludes that important conditions are land use (density, size, TOD), actors & organizations (collaboration, grassroots ideas, involvement of residents), collaboration & coalitions (leadership, dedication, expertise, courage), social institutions (education, willingness), and cultural institutions (planning culture, long-term strategies, trial and error).
