Causal factors are largely attributed to sector-based sea-use planning practice. In this thesis, a new perspective on the marine space as a complex adaptive system is proposed; concepts of the systems theory are employed to analyse the transition towards place-based modes of governance. This holistic perception emphasises issues of uncertainty that may be difficult to address from the perspective of a single sea-use planning programme. Providing an analytic framework for comparative qualitative research, a case study on the sea-use planning framework of Israel was carried out. Several barriers to the transition were identified with regard to both technical and relational qualities of social learning processes. It is demonstrated how such insight could translate into strategic prevention of user-user and user-environment conflicts. date: 2016 date_type: published thesis_type: master degree_programme: EIP tutors_name: Brink van den, M.A. tutors_name: Klenke, T tutors_name: Adler, E keywords_local: multi-phase model keywords_local: multi-level model keywords_local: transitions keywords_local: sea-use planning keywords_local: systems perspective keywords_local: content management keywords_local: social exchange language_iso: en titleorder: Sea-Use Planning as a Complex Adaptive System in Transition: the Case of Israel's Mediterranean Marine Space dbi: 57e10460685f7 imported_item: yes date_of_import: 2020-04-22 imported_from: http://scripties.frw.eldoc.ub.rug.nl/root/ma/EIP/2016/ebigal/ import_source_file: theses-frw-20200422132454-57e10460685f7.xml date_issued: 2016-01-01 citation: Bigal, Eyal (2016) Sea-Use Planning as a Complex Adaptive System in Transition: the Case of Israel's Mediterranean Marine Space.
