The research methodology which was used involved the policy document analysis and literature review. This research had been completed systematically, starting from the review of the policy transfer, road maintenance and road funding concepts. Moreover, the fuel taxes and road management in Indonesia and the international practice of road funds were discussed within theoretical framework of source and scope of funds, institutional, legal, and management aspect.
