AV - public ID - theses_frw1873 N2 - In the current Anthropocene, all around the world, deltaic and coastal regions like the Netherlands are facing major challenges, such as climate change, sea-level rise, urbanization and land subsidence. The Netherlands strives for resilience in their water management through employing the Multi-Layer Safety approach. The most recent Delta Programme however concluded that current efforts towards its second layer ? resilience through spatial planning ? are insufficient. How come? What are the barriers and opportunities for this? By investigating the cases of Dordrecht and the IJssel-Vecht Delta, this thesis discovers multiple institutional-organizational barriers and physical-spatial barriers. By opposing these to the opportunities of flood resilient spatial planning, this thesis prospectively considers the future of the second layer of the Multi-Layer Safety approach. M1 - master ER -
