Within the broad scope of public participation, citizen willingness is of crucial importance and the purpose is to identify a way that ensures a more robust place for citizen?s involvement in decision-making. This research is presented in an effort to encourage the intersection of digital planning tools, planners and citizens for an active and effective collaboration. As a complementary form of intersection this study proposes the use of social interaction and Web 2.0 technologies to facilitate early engagement and sharing of local knowledge through a digital tool that is based on citizen?s preferences for a dynamic cooperation between planners and local citizens.
