While inter-municipal cooperation is potentially can address the regional issues, it is also limited by transaction cost problems. Therefore, this research aims to provide set of arguments for understanding the role of transaction costs in the phenomenon in developing a regional landfill. Through the application of Q-methodology in the case of Payakumbuh Regional Landfill, this research identifies five actor?s perception systems, i.e. concluding the agreement; socialization to the local people; land development process; information about the importance of regional landfill; monitoring and enforcement the agreement, as factors that generate high transaction costs during the processes. This research concludes that the issue of land development and property right as the unique characteristic in developing the Payakumbuh Regional Landfill.
