Studies have shown that citizen participation is being applied by local governments in the Netherlands but also show that citizen participation is mainly limited to informing and consulting citizens. This article is a case study of a project that is being contested by local residents: a new city hall in the city center of Den Helder. Citizens claim that citizen participation has not been applied by the local government.
