        abstract = {Unsuitable governance structures pose a challenge for establishing a circular economy. Therefore, this thesis? objective was to identify barriers and enablers for circular initiatives in local governance structures. These barriers and enablers were explored by a case study approach through the theoretical lens of area-orientation and circular economy in the context of two initiatives operating on the Dutch island of Terschelling in organic residual waste streams. The major barriers (e.g. incoherent objectives across sectors, lack of anticipating technological development) currently lie in formal frameworks and restrict local authorities to allow for circular projects. Further, opportunities to amend formal frameworks are rare whilst a multitude of local implications impede cross-sector and multi-actor collaboration. However, one of the local opportunities is to create an arena for the development of a shared vision including mutual benefits for Terschelling's community and which promotes knowledge development to better manoeuvre within Dutch procedures.}
