This study informs under which conditions urban consolidation centers (UCCs) enable emission free urban freight transport in Groningen. Literature, interviews with stakeholders of UCCs and a qualitative comparative analysis of twenty cases, show that four conditions are relevant. Namely, administrative capacities, actor interaction, private ownership and regime powers. In practice, regime level organizations such as municipalities and the vehicle industry have a key role.
