In this research, the facilitation of the initiative ‘Holwerd aan Zee’ in Friesland is explored. Four semi-structured interviews with the formal involved parties have been held. It has been found that process management plays a successful role in the facilitation of the process, by supporting the plans, complementing citizen power and giving room to the project to develop. The province plays the most important role and the municipality plays a supportive role. However, to successfully facilitate the process, the layers need to increase their network structuration.
