Due to decentralization process and trend of proliferation region for last decade in Indonesia, some regional capital city should be relocated to the new location. However, many relocation processes still on going and facing resistance for the location chosen. One aspect that will be addressed in the decision making process is the criteria used in choosing one alternative among varies choice possibilities given. By conducting content analysis and case study, some international understanding toward capital city also taken into account and the new set of criteria will be generated and tested. another aspect that will be assessed is the methods used by decision maker. and will be analysed and compared between the case study and new set of criteria proposed.
