The measurement can be a substantial input especially in three policy context, which are monitoring progress, informing policy design, and policy appraisal. With the existing institutional arrangements and institutional capital condition in Indonesia, it is not clear whether SWB measurement will play these roles or otherwise. Many policy makers in Indonesia are not fully aware on the concept of SWB. For some who are aware, the idea of applying SWB for public policy still remains doubtful and cynical. Hence, this research will describe some ideas to raise awareness of policy makers, especially national government of Indonesia, regarding the existence and potential roles of SWB measurements for public policy with understanding the institutional capital that is required to support it.
