The measurement can be a substantial input especially in three policy context, which are monitoring progress, informing policy design, and policy appraisal. With the existing institutional arrangements and institutional capital condition in Indonesia, it is not clear whether SWB measurement will play these roles or otherwise. Many policy makers in Indonesia are not fully aware on the concept of SWB. For some who are aware, the idea of applying SWB for public policy still remains doubtful and cynical.
