It requires systemic changes in the socio-technical system of society. The transition to automated mobility can be approached from three analytical levels: the regime level is of prime interest. This research shows that this level can be changed by a coordinating, facilitating and stimulating key-actor: the provinces. The northern provinces of the Netherlands strive for a on-demand, collective, autonomous system to increase accessibility in depopulated areas. For implementation, society has to be involved to a greater extent. Trust and understanding is necessary for exploitative actors to adopt automated related niches, leading to a regime-shift. Provinces are determined to continue the stimulation of local automated-related innovation. Along with the regional political willingness, automated mobility can infiltrate the current regime.
