One problem that faces by Small Island is vulnerability issue. The adaptive co-management is the appropriate approach to be implemented in Indonesia small islands management to face vulnerability; because the adaptive co-management is the further form of co-management, with emphasize on learning and adapt process, to face the complex and unpredictable problems, such as small islands vulnerability. This thesis aims to understand the adaptive co-management by taking lessons learned from three different example programs; the Blue Flag Program from Greece, the Bohol Marine Triangle Program from the Philippines, and Kepulauan Seribu Marine National Park from Indonesia.
