%T Low emission zone policy in the Netherlands: learning and transferability from North-western European cases

%X This research assesses the effectiveness of low emission zone cases in North-western Europe. The aim is to find possible transferable elements to improve the effectiveness of the low emission zone policy in the Netherlands. The low emission zone is an area with restricted access for certain vehicles due to their emissions.     Four elements of the low emission zone were identified as potentially transferable: geographic scope, vehicles affected, strictness level and policy process & instruments. Eventually there was no learning potential for the vehicles affected element because many vehicle types are already affected by the policy in the Netherlands.      Four improvements were identified. Firstly an extension of the geographic area. Secondly a tightening of the strictness level, divided for heavy and light vehicles. Thirdly the development of the policy through adding a long term view. Fourthly reducing the policy’s complexity by developing a national consistent policy and reducing the exemptions.
