Since it promises a more equal and effective development process, many countries have tried to shift from centralized to decentralized governance system. Inevitably, development planning - infrastructure planning in particular- has been affected by the transformation. Therefore it is important to see how the decentralized governance system through involving a broad range of stakeholders affects the process of infrastructure planning, in this case is the development of high speed rail Jakarta-Bandung (Indonesia). The results shows that decentralized governance system has made the project realization becomes more complex.
