This double case study investigates the influence of contracts (sanctions and risk transfer) and relations (communication/interaction, trust and conflict management) on the way external stakeholders, such as citizens and administrative stakeholders are managed in Public-Private Partnerships. The A9 and A16 infrastructure projects reveal that especially the relational conditions, such as trust and transparency, are crucial to manage and involve external stakeholders.
